When opening a personality file, what causes Timing Commander to assert the error “System.Data.DataException …Cannot open the shared memory region"?

Error Text:
System.Data.DataException: An exception occurred while initializing the database. See the InnerException for details. ---> System.Data.Entity.Core.EntityException: The underlying provider failed on Open. ---> System.Data.SqlServerCe.SqlCeException: Internal error: Cannot open the shared memory region.

Cause:
Timing Commander does not have write access to the personality file.  Either the file is  located in a non-writeable directory or is being accessed by a different process. Do not place in the “Programs” or “Windows” folders because they may not have write-access.  

Resolution:
Timing Commander personality files must be placed in a directory with write access, such as the “Documents” folder. Timing Commander requires write permissions for the directory and the personality file.  Move the file to a writeable directory.
